Gov. Cooper signs bill repealing and replacing HB2

N.C. lawmakers have retreated from the state’s controversial House Bill 2, repealing the so-called “bathroom bill” in favor of a new law that is drawing intense opposition from civil rights advocates because it bans local governments from passing measures to protect LGBT people. N.C. Gov. Roy Cooper defended the new measure as an imperfect compromise and said it was not his “preferred solution.”
